This is an euphemism. Although both machines are capable, this is not true, as the Bianca can be parametrised a lot more than the Minima in their out-of-the-box configurations. The Bianca has pre-infusion settings and flow control settings, both automatic and manual, as well as temperature control settings during a shot. The Minima simply does not, and therefore one can argue you can’t influence the extraction and adapt to your taste to the same extent that you can with the Bianca, not out of the box at least.
If you have the budget, the Bianca is a no brainier - in my opinion at least: flow control and quiet rotary pump. If you don’t care about those, then confidently buy the Minima.
The caveat with the Bianca is that, with a manual E61, as Jake points out, you have to disassemble the lever cam every month or so, and lubricate it. It’s daunting the first time, but after that it’s easy once you get to know what you are doing. If you are not into maintenance and don’t see yourself doing that, then go for the Minima without a doubt.
