OPV pressure & flow rate - affected with OPV changes?

Wondering if I reduce the OPV on my Rocket Cinquantotto to 9 bars (from almost 10) will affect flow rates with my flow control device.

I have marked ml/second every quarter turn.

So :

¼ open = 3 ml/s

½ open = 5 ml/s

Etc etc

Will reducing OPV change flow rates at given turns on my flow control device?
