My father has loads of these in the garage, they used to sell the tobacco loose from these tins. I also remember similar tins of snuff that was sold by the scoop in little kite shaped paper bags. 
When I was a kid we used to buy sweets in the same kite shaped bags for a halfpence or a penny.
