It looks like it is for placing something….you push it in so the top piece is in a circular opening, then push and twist, to secure?

Might work, if you have a wine bottle with a neck about 5mm in diameter. :-) But no - not that.
I believe I have one of those or something very similar because I used to play a lot of guitar! Got mine when I had a Yamaha 12 string acoustic because the bridge pins were too close together and I couldn’t grip to pull them out.
Flat_Eric Ladies and gentlemen - we have a winner. Well gentlemen, don’t think there are any ladies here.
As Flat_Eric says, it’s for pulling the pins that secure the strings through the bridge on steel strung acoustic guitars. It slips over the head of the pin, then the collar is pushed down before pulling the pin out. It saves levering them out which risks damage to the bridge or pliers which risks damage to the pin.
