Gagaryn The knurled knob is eccentric to the through bolt. The bright part looks like it has a sharpened face. It looks almost like some kind of lathe tool holder - albeit quite an agricultural one.

Elcarajillo As some members have already mentioned, It is a hand lathe for metal and it was used on particular items ??? The only things missing are the items to be worked and the handle to turn the item.
