Yes it is a ‘sector’ or proportional compass. First seen around the 16 century.
By placing dividers on the small brass inserts and transferring to other positions, lines , angles and lengths can be worked out accurately
Used in navigation, construction, and gunnery. It was used as a physical tool when artisans were not too good with figures (numbers).
