poolfan are you sure it’s rust, not some pre-historic baked milk or something? It’s unlikely for stainless steel to rust.
Best thing for you to do is to remove the steam tip and assess what the situation is. If you only need to replace the tip, then just replace the tip.
Edit: Something just dawned on me. If I remember correctly, ACS at one point was adding threadlocker / glue to the steam want tip :-( - which would make it virtually impossible to unscrew by hand - so you may need a spanner, providing the steam tip has flat sides. But be super careful not to damage the steam tip: You can wrap electric tape around it - a few turns!!!! - or just plastic jaws.
Are you sure the “rust” is not just the thread locker / glue?
