I think it depends on how you define “art”. If you mean getting the milk to a good consistency and pouring something which mixes brown and white and makes it look nice - then I try to do it every day and I believe many people do. As @MediumRoastSteam said above - the mixing of the colours is an indication that the milk is steamed correctly, and IMO the coffee tastes much better when this is achieved.
If you are thinking of world-class latte art, the sort that wins World Barista Championships, then I think this is on a completely different level and is only achievable by people who are artists. Same as some people can take a pen and paper and draw beautifully while others (like me) peak with a stick-man. You need a hand, eye and brain of an artist to draw, and I think using a cup of espresso as your palate and steamed milk as your paint is very similar.
