It is for recutting the valve face seal for engine valves.

The valve is held in the jaws and moved forward with the fine screw thread against the cutter. It is then rotated by the handle clamped to the valve stem until a smooth shiny seat is formed. It sounds quite ‘agricultural’ but I can assure you it works. Think. BMC, Ford and earlier vehicles.

I am sure it would not work on moder very hard engine valves.

        Wow that was a quick resolution! I was imagining something to do with woolen yarn or crochet or something. Doesn’t look substantial enough to deal with dough, but I stand corrected!

        Yup, I wouldn’t have known that was a dough whisk.

        Anyone know what this is used for - possibly quite niche, but no more so than the last two. I use it regularly and think it is genius.
